The operator side is now licensed under the Online Casino Gambling Act 2026, which came into force on 1 May 2026. If you are an online casino operator considering the New Zealand market or have questions about the licensing process, please get in touch with my DLA Piper colleagues Nick Valentine or Vivian Mitchell. You can read about the different gambling regimes in almost 50 jurisdictions in the DLA Piper Gambling Laws of the World guide. Compliance has already been patchy under the interim offshore duty introduced in July 2024. In the year to June 2025, offshore operators reported NZ$520.8 million in gambling revenue and paid NZ$62.5 million in tax, but only 26 operators complied, so a large share of the market went unrecorded. Bringing operators inside a licensed regime is meant to close that gap.

From the end of the transition period, a site operating without a licence or temporary exemption will be breaking New Zealand law. Autoplay and multi-slot play speed up losses and blur how much is being staked, while celebratory effects on losing spins train players to misread outcomes. Stripping them out slows the game down and keeps the real result visible, which is the whole point of the reform. The new system caps the market at up to 15 licences, each covering one brand, and no person may have significant influence over more than 3 licences (section 19). At each step, all participants are offered the same price at the same time and choose whether to stay in the auction or withdraw. As the price rises, participants exit once the price is higher than what they are willing to pay.

Online casino was liberalised and licensed; sports betting was closed. New Zealand licensed online casino gambling for the first time in 2026. I have read the Act and tracked the licensing programme stage by stage. This is what it says, what it means for the site you play at, and what it does not change. The auction attracted 32 bidders and concluded after 10 rounds, with the final auction price reaching $15 million (NZD) per licence. The auction determined who has won the right to apply for an online casino gambling licence.

Until the DIA register is live and lists an operator, treat every claim of a New Zealand licence as unverified. The main protections that licensed sites must build in are listed here. Allocation runs through a three-stage process on the government tenders’ platform, and the DIA has published indicative timing for each step. The table below maps the stages that lead into a licensed launch. Operators that succeed at the auction held on 29 September 2026 win the right to apply for a licence, and each licence covers a single brand and all its platforms. Guidance on how to submit a licence application will be provided before this stage of the licensing process begins.

It’s not just a list of prohibited placements — it’s a structural redesign of how gambling can be marketed in New Zealand, and it came with teeth long before the licence auction. Each licence is issued per platform — one brand, one website, one licence. An operator group that owns five casino brands needs five separate licences.

Stage 2: Auction

Consumer protection groups and advertising agencies may also wish to engage, given the Bill’s emphasis on harm minimisation and zoccer-nz.net responsible marketing. Gambling is entertainment, never a way to make money or escape stress. Set a deposit limit before youplay rather than during a bad run, never chase a loss, and stop when it stops being fun. Every site welist offers deposit limits, loss limits, reality checks, time-outs and self-exclusion — use them. The DIA will run a tightly capped market rather than an open one. The aim is a small number of well-capitalised operators that can meet harm-minimisation and anti-money-laundering standards, not the widest possible choice.

To prevent anti-competitive behaviour, licences must be activated within 90 days of issuance, and unused licences may be suspended or cancelled by the Regulator. On 30 June 2025, the Government introduced the Online Casino Gambling Bill (Bill), marking a significant shift in New Zealand’s approach to remote gambling regulation. The Bill proposes a framework for licensing and regulating online casino gambling operators within New Zealand, which has previously been prohibited under the Gambling Act 2003 (Gambling Act). Because no licence have been issued yet, since 1 May 2026, operators have been barred from advertising online casino gambling to New Zealand customers. As part of this programme of work, the Department has gathered insights across New Zealand’s online gambling environment- including online casino gambling, online sports and race betting, and overseas lotteries.

What this means for you as a player

They are also the areas we check when we verify a casino for our lists. If it passes, it will proceed to Select Committee later this year, where it will receive public submissions. If passed, the new licensing regime is proposed to come into effect in early 2026.

  • The DIA will publish guidance on how to apply before this stage of the process begins.
  • The New Jersey DGE covers one of the most established regulated online gambling markets in the United States.
  • Your compliance history may be taken into account as part of the licensing process.
  • We anticipate that we will start to issue licences under the Online Casino Gambling Act from early 2027 onwards.
  • All other online casinos will be legally required to exit the New Zealand market.
  • Set a deposit limit before youplay rather than during a bad run, never chase a loss, and stop when it stops being fun.
  • Player protections are less comprehensive than under the UKGC or MGA.

Operators without a confirmed license from a recognized authority do not appear on our lists. New Zealand law targets the provision of gambling, not participation in it. Penalties under the Online Casino Gambling Act 2026 apply to operators conducting online casino gambling without a licence or advertising in breach of the Act, not to the people who play. For now, Kiwis can continue playing at offshore casinos that were already serving New Zealand before 1 May 2026. Players do not commit an offence, and gambling winnings for most recreational players, are generally not subject to income tax in NZ. The major change begins from 1 December 2026, when only successful auction bidders with applications under consideration may continue temporarily.

  • Online casinos must not advertise online casino gambling services to New Zealand customers.
  • Online.Casino shows the licensing authority on every casino card.
  • It does not create an offence of participating in overseas online gambling, and no New Zealander has been prosecuted for placing a bet or a spin online.
  • The Online Casino Gambling Act will require these licensed operators to comply with safety standards, ensuring stronger player protections and a safer gambling environment.
  • We verify every operator against the issuing authority’s public registry before listing it.
  • Prospective operators, technology providers, and investors should closely monitor the Bill’s progress and prepare for the competitive licensing process.

Stage 3 – Licence application

Providers should ensure they are complying with all current legal requirements while the new regime is implemented. Your compliance history may be taken into account as part of the licensing process. Sweden’s Spelinspektionen is an active regulator with strong responsible gambling requirements. Operators pay 400,000 SEK upfront and a 22% tax on Gross Gaming Revenue. There you can find the full list of casinos we have reviewed that carry that license.

New Zealand Online Casino License: The 2026 Regime, the 15 Licences and Key Dates

A mismatch between the brand you are on and the licensed entity behind it is the clearest signal that something is wrong. Every day, New Zealanders use hundreds of overseas gambling websites. Regulating this sector will help protect consumers, reduce gambling harm, prevent crime and dishonesty, and make sure casinos providing to customers in New Zealand follow clear rules. Access to New Zealand market insights was one of the most requested resources by those interested in gaining a licence to conduct online casino gambling in New Zealand. This makes it especially important to choose carefully, understand the risks, and gamble responsibly. Wherever possible, stick to legal and regulated gambling options, and keep an eye on these significant law changes that are fundamentally altering the online casino landscape.

NZ Online Casino Law October 2026: What the 2026 Act Actually Does

Using an unlicensed offshore casino is not an offence for individual players. For most recreational players, gambling winnings are generally not subject to New Zealand income tax. After the 1 December 2026 deadline, though, an unlicensed site is operating unlawfully and sits outside New Zealand’s new consumer protections, so the practical risk shifts onto you. Deposits with standalone casino brands rose 38 per cent year on year, driven mainly by existing customers gambling more rather than by a wave of newcomers.

What does a New Zealand licence mean for players?

What you can do now is learn the checks that will separate a genuine, licensed site from an unlicensed one once the register goes live and apply the general safety signals that hold true in any market. The 2026 rules reshape the playing experience itself, not just who holds a licence. Several of the changes target the design features that keep people playing longer than they intended.

A license is the clearest signal that an operator is accountable to an external authority. It determines where an operator can legally take players, what obligations apply, and which payment options become available. This page explains the licensing authorities we recognize, what each one requires from operators, and what that means for you as a player. Use the browser above to filter casinos by the specific license that matters most for your region. With only 15 licences available during the initial regulatory period, early engagement and strategic planning will be critical to securing market entry. Prospective operators, technology providers, and investors should closely monitor the Bill’s progress and prepare for the competitive licensing process.

Understanding the process shows what a license actually means in practice. We cover which payment methods are available at every casino in the Banking section of each review. Online.Casino verifies the license of every operator before it appears anywhere on this site. Twenty years of policy drift, a false start or two, and — finally — a government willing to act led to this point.
